根据中尼双方签署的尼泊尔柑橘输华植物卫生条件的议定书，输华柑橘须实施冷处理，为进一步落实议定书要求，现公布实施冷处理的有关操作程序，详见中英文版附件。
According to the Protocol of Phytosanitary Requirements for the Export of Citrus Fruit from Nepal to China, "citrus fruits shall come from the orchards that conduct cold treatment before export". To further meet the Protocol's requirements, the relevant operational procedures (details referable in the attachments) are hereby announced.
